Climate Change, Heavy Snow. What should Prime Minister Abe do?

I’m in Vientiane, Lao PDR now. I thus know little about the heavy snow disaster in Japan. But Japanese news sites told that Yamanashi and other prefectures met the serious situation.

Some people say that this disaster was caused by the climate change. Recently, it is very cool in Vientiane. Some Lao people also say that this may be caused by the climate change. If these views are true, political leaders in Asian countries should give more attention to the global warming and greenhouse gases emission.

However, the global warming is a long-term issue. The political leaders should address a current important issue. What is the current important issue for Prime Minister Abe? It may not be to offer congratulations to the gold medalist in Sochi Olympic. At the 2011 Thailand floods, Prime Minister Yingluck rented a private helicopter, Eurocopter EC130 (66,000 baht/hour), for seeing damages (See: 「インラック，私費でヘリ視察」2011年8月15日 ). What should Prime Minister Abe do?

読めましたが書けないのでｗ日本語で失礼いたします。

今回は一週間前の「記録的」豪雪があった上にさらなる「歴史的」豪雪となり、物心両面へのダメージは極めて大きなものとなりました。死者も多数出ており、今なお山間部を中心に孤立、混乱が続いております（都内に関してはかなり落ち着きましたが）。
また「特別警報」が発令されなかった（条件を満たさなかったとのこと）点への疑問の声も上がっております。
長期的な気候変動との関係は私には残念ながら判別できる知識がありません。しかし（がんばっている選手諸君の健闘を心から祈りつつも）五輪中継で雪を見るには、正直な気持ち些か食傷気味と言っては勝手な言い草に過ぎるでしょうか。
